Doesn't mean I didn't see it! It's just impossible for me to get to everything, do my real job, and fix bugs. I'm looking into the issues though.
To talk about your issues though, there is currently a bug for clan leaders where they can't see publishing options when posting a new forum post. This allows the option of Sticky at top of lists. If you dont' see that, let me know.
This is what I see when I create a new topic in the clan forum. I didn't notice a section named publishing options. I realize it is a long list of bugs/glitches and you are overwhelmed at present.
