I had something similar a few weeks back. My wife was surfing on the laptop no problem but I got booted mid game and could not reconnect. Go to Xbox.com and nothing. Restarted router, modem, still nothing. Called my ISP and they were having problems on their end with something in my neighborhood. Half hour later it was back.
My router is flaky and I am just waiting for the one I want to go on sale to replace it.

This is exactly what happened. Comcast in my area was having trouble connecting to Microsoft and when I called "fielded hundreds of complaints and were working their hardest to resolve the issue". It lasted more than a day...
I am curious to know if had to do with throttling. My ISP does not throttle downloads but does throttle uploads. I do know of an ISP back east in Canada that was throttling gaming causing disconnects and failed connection attempts.

I've had issues with xbox live, specifically the website, over the last couple months from multiple connections (work - Cablevision, home - Time Warner, friend's smartphone - Verizon) so I'm not sure if it is related strictly to certain internet providers. All I know is it usually happens early morning and clears up by late morning.
That sucks. I just checked and xbox.com and XBL is loading fine.

Did you make sure your wife didn't create a firewall rule where you can't connect to xbox.com?

Throttling an entire area seems extreme though...
