there are a lot of Gears players here. there has been a discussion in the help & request forum about a group or division being formed. i'm not sure of the requirements, but i do know that the admins look to active members to head up something like this. there is also a minimum # of starting members for groups. divisions are based on popularity of the game in the community.
my suggestion to you is to get out there and see who is active, if they are interested, then take it to "the all high and mighty" admins to see if you can make it happen.
i know the site admin is trying to keep groups and forums to a minimum to keep groups larger for more interaction with the community as a whole. that is why there will be no more private groups/clans.
