I am also confident that any vote at this point is nearly useless. This kind of feature has already been built into the game's design or it hasn't. The most a vote could do would be to tip the balance when it came time to cut features from the final product.
Based on a few comments from Frankie, I think something like spectator mode is included because 343i intend to support competitive processes.
