The official beta starts December 29th and lasts through January 18th. The current beta is for journalists, high profile bloggers, and high profile youtubers/twitch streamers. However, if you are part of the Xbox One preview program, you can also access the beta and will have received codes to download the early access beta. If you're not part of the Xbone preview program, you'll just have to wait until the 29th to play.
