Xfire, Inc is owned by Viacom who also owns game trailer website GameTrailers.com and MTV.
Launched in 2004, Xfire has more than 4 million registered users with 1 million of it's users averaging 91 hours a month of service use. The Xfire network provides gamers with social networking, instant messaging and online game information.
The Playstation 3 partnership is a Licensing Agreement that will make it's Middleware Development Tools to select game developers. When available, the XFire SDK for Playstation 3 will allow developers the ability to let Playstation 3 gamers see what their PC gamer friends are playing and visa versa as well as enabling cross-platform in-game chat.
This service is independent of Sony's services and each developer must reach an agreement with Xfire to use their features in a game. So Xfire will be supported on a game by game basis, it's not a universal Playstation 3 service. The first game that will be available with Xfire built in will be Untold Legends Dark Kingdom by Sony Online Entertainment. In Dark Kingdom players will be able to track other Dark Kingdom players as well as chat with players on PC or Playstation 3.
So far this doesn't sound like a 'Live' killer. I guess we'll have to wait and see what Sony's own service will feature when it rolls out sometime in the future.
