How To Fix De-leveling

Yesterday morning, I logged into Halo 2 and no one from the clan was on, so I entered Matchmaking. Then I got stuck with 3 Team Slayer games in a row where someone was just killing themselves, presumably to "de-level". In two of those games, the rest of my team quit leaving me alone. I had more kills than anyone else still in the game, yet still get a 5th place as far as my ranking is concerned, (which doesn't make sense because if you win, you get ranked as to what place you were in = like if you're on Blue and Blue finishes first, but you had the 3rd most kills on Blue, you get a 3rd place finish). Anyway, I know this has happened to everyone. My issue is that it still happens - this game's been out for almost a year and this is still an issue. I'm unclear as to why Bungie hasn't fixed it - I know they work their butts off, but this is one particular area that is a glaring error to me and a HUGE detraction from online play. I hate playing matchmaking without friends, now, because of it.

So, I'm trying to think of ideas to fix it to try to minimize my frustration and understand the problem - see if it's even possible.

First, I think that the feedback system should change - right now, I see that the 2 biggest problems are Deleveling and Modding, yet neither of these options appear on the Feedback List. Now, I know that "Cheating" appears and that would certainly cover Modding, but how do people report Deleveling? I have no idea what other people do - I, personally, select "Cheating" for that as well and hope the moderators know what to do. Also, the list is unclear as to how good or how bad the feedback really is. I'd change the list - perhaps to a circle pattern (like when you enter your name in Splinter Cell) that allows quicker selection and has 2 sides - a blue "good" side and a red "bad" side. I'd add "Deleveling" to the list, for sure, and maybe reword a couple other items.

And then, the critical part of my plan: if a person gets xx number of "Deleveling" comments, they aren't banned - they just get put into TIER 3 group of players. Then, when they go into matchmaking, they are matched against other TIER 3 players. That way, the idiot delevelers are just playing each other.

On the flip side, if you get xx number of POSITIVE (blue) comments, you get put into TIER 1 where you just play all the other positive comment people.

See, right now everyone just plays in the general population no matter what their playing style. I'm proposing that the Live groups get switched up so that what would end up happening is all the 2o2p people would end up in Tier 1 and all the Timmies would end up in Tier 3. I guess the 20 year olds would end up in Tier 2 - LOL.

How would you guys fix Matchmaking for Halo 2?
