... because I love GTA4 as much as the next guy, but there is one thing, I don't understand (actually there's a lot i don't understand, women for starters, but I'll save that for another entry).
Everyone is talking about the power of next-gen consoles (even if it is the current gen), and how fantastic it is, but games for the 7th generation of consoles (current gen) seem to misuse that power in a quest to satisfy Timmie's hunger for better graphics.

As you may have suspected from the first line of this little speech, I'll use GTA4 as an example. This game has recieved almost all 10/10s despite one major flaw, that's been present since the first iteration.
Cars. Yup, there are a lot of them and they do look nice, but R* needs a better algorithm for spawning them. Where ever you go, cars identical to your own dominate the streets. It's a bit weird to go through Bohan in a SuperGT only to spot 5 of them lined up next to each other outside the projects. It pulls you out of the story. Admitted it's no big deal, I just don't understand why devs don't spend processing power fixing stuff like that.
I guess Timmie only care about better gfx, and therefor things like this, pop-ups and pop-ins take a backseat.

I always figured the same cars were everywhere as an indication to what kind of neighborhood you're in.

I've said from the start that the graphics on GTA4 are weak. Besides the identical cars everywhere, they disappear quickly too if they get more than a block from you. If yo uwant to go chase down a specific car that drove away, it's gone by the time it turns the corner because it spawned 'out'. Also i've come across cars dropping from the sky at times. Especially if you're hauling ass in a Lambo or something that's got a lot of speed. The quality of the graphics are pretty weak although the characters and vehicles look decent, the environmental stuff only looks good at a distance, as soon as you get up close it looks like shit in my opinion, jaggies and octagons everywhere and lights on in the windows of buildings look like cheap overlay bitmaps. Something i'd see back in Wolfenstein or duke nuke'em days. Anyway the game's just fun overall so i can tolerate it but in my opinion visually this game isn't to next gen standards. Both Crackdown and Saints Row had much better visuals for sandbox games than GTA4 so really... there's no excuse why GTA4 looks like this.
