Here is the original of the Bill of No Rights by Lewis Napper. There are a couple of changes from the text you pasted above, but it is pretty close. I believe the version above is from an Ann Landers column. It is often attributed to Rep. Kaye of Georgia, but he is just the guy that forwarded it on to all of his friends (who forwarded it on to their friends, etc). http://www.freedomlobby.org/bunker/billofno.html
