There is no inside joke. I remember the Mr. Softee Ice Cream truck when I was a kid. Look it up on Wiki.

Holy crap, Mr. Softee. My parents had me brainwashed as a kid that Mr Softee sold spoiled ice cream. We didn't know at the time it was because they didn't want us to bug them for ice cream every time we heard the song. NICE
