OK, this device just catapulted to the top of my list of Things I Don't Want Done to Me That Don't Involve Someone Else's Penis. It's called a Vidacare EZ-IO, and it's used to quickly administer a drugs if a medical care provider is unable to do so via a conventional IV. I think I'd opt for a better medical care provider.
