I'm guessing the DEA was burning a pot plantation somewhere near by, and these birds got caught downwind.

One of my coworkers directed me to this video yesterday. Completely amazing and even a bit hypnotic. Although I wonder what would happen if you fired a starter pistol when the birds are directly overhead - it'd be fun to watch them scatter!
