Added Tools Tips

I added tool tips to the Newest 4 Blogs on the sites header.  Now you can just mouse over the image to find out whos blog it is.  Also, if you mouse over the vertical blogs writing it lets you know what info you can access if you click it.  Just makes things a little bit easier for everyone.  I have plans for these useful tips else where on the site as well.
