In a GDC Interview by Team Xbox, Cliffy B sat down and talked about what else... Gears of War.
The questions that were asked were community questions though and lots of them were about multiplayer and game updates.
Any future Gears of War expansion updates will be multiplayer versus focused. They have no plans to add 4-player co-op or even take advantage of the extra 250 Achievement Points made possible by the recent changes in Achievement Point rules by Microsoft.
Cliffy says there are lots of very cool multiplayer content in the works and there will be an announcement very shortly. The multiplayer content will most likely involve new maps and game types, but probably not new weapons.
The host will always have some level of advantage over the people connecting to him and if there’s high latency between the host and gamer, there will be lag that shows up in numerous forms such as stuttering, freezing, dropping or in the case of Gears, bullet lag.
The game will remain 4 vs 4, there are no plans for an increase in Gears of War. Ranked play with friends is being talked about however the only way to do that would be some type of clan or party system. It’s most likely that we’ll see that in a future game but it wasn’t ruled out as a possibility for Gears of War either.

Unfortunately, there were no questions about fixing some of the glitch bugs in the game that allow cheaters to cheat. The game update has been a long time in coming, many other A List titles that came out at the same time have already received patches and substantial downloadable content. One has to wonder what’s taking Epic so long to get this out.
For a company that said they take care of their customers, why do some of us feel abandoned? This expansion can't come soon enough!
